CFTC Withdraws Proposed Operational Resilience Rules for FCMs and Swap Dealers
The CFTC has officially withdrawn its proposed operational resilience framework rulemaking for futures commission merchants, swap dealers, and major swap participants.
The Commodity Futures Trading Commission (CFTC) announced on September 9, 2025, that it is withdrawing its proposed rulemaking titled "Operational Resilience Framework for Futures Commission Merchants, Swap Dealers, and Major Swap Participants."
According to the notice of withdrawal issued in Washington, D.C., the commission is withdrawing the proposal to re-evaluate how the proposed framework operates in practice alongside the operational resilience rules of other domestic and international regulators.
