CFTC Upgrades Electronic Filing System to Streamline Exchange Product Self-Certifications
The Commodity Futures Trading Commission has updated its electronic filing system to allow exchanges to submit consolidated self-certification documents for related contracts.
The Commodity Futures Trading Commission (CFTC) has announced technical enhancements to its electronic filing platform designed to streamline the product self-certification process for exchanges.
Under the upgraded functionality, exchanges are now permitted to submit a single, unified set of product certification documents that covers multiple closely related contracts in a single consolidated submission. This update eliminates the prior requirement for exchanges to provide multiple identical copies of certification documents through the electronic filing system.
CFTC Chairman Michael S. Selig stated that the modernization effort reflects the need to adapt to rapid market developments. "In light of the rapid rise of numerous new and innovative products, the Commission must continue to streamline its processes for receiving and reviewing product self-certifications," Selig said, noting that the revision reduces unnecessary procedural burdens on both market operators and regulatory staff.
Jessica Harris, Director of the CFTC's Division of Data, explained that the new mechanism improves submission efficiency by reducing duplication and saving time. Harris added that the update allows exchanges to dedicate resources to innovation while reinforcing both market responsiveness and overall regulatory effectiveness.
According to the Commission, the operational adjustment supports administrative objectives outlined in Executive Order 14243, dated March 20, 2025, which focuses on eliminating bureaucratic duplication and inefficiency across federal processes.
The regulatory agency confirmed that updated instructions for utilizing the new consolidated submission functionality have been made available via its official portal.
