The Commodity Futures Trading Commission (CFTC) has announced a new initiative to enable the use of tokenized collateral, including stablecoins, across U.S. derivatives markets. Acting Chairman Caroline D. Pham launched the effort as part of the regulator's ongoing digital assets initiative to modernize market infrastructure and increase capital efficiency. The project builds upon discussions held during the CFTC's Crypto CEO Forum in February 2025 and directly follows recommendations from the President's Working Group on Digital Asset Markets report. The initiative also advances prior work conducted by the CFTC’s Global Markets Advisory Committee (GMAC) and its Digital Asset Markets Subcommittee, which recommended expanding the use of non-cash collateral via distributed ledger technology. According to Acting Chairman Pham, collateral management serves as a critical real-world application for stablecoins within traditional and derivatives markets. The initiative seeks to establish clear standards for valuation, custody, and settlement while maintaining necessary regulatory safeguards and risk management protocols. As part of the rollout, the CFTC is inviting public and industry feedback until October 20. The agency is soliciting input across several key areas, including potential digital asset market pilot programs or regulatory sandboxes, CFTC observer roles in industry trials, and prospective amendments to CFTC margin and collateral regulations. Industry leaders from major digital asset firms—including Circle, Coinbase, Crypto.com, Ripple, and Tether—welcomed the move, citing the potential for 24/7 liquidity, lower operational costs, and improved market resilience as tokenized assets are integrated into regulated financial systems. Stakeholders may submit their written comments directly through the CFTC website.
