CFTC Announces Initial Exchange Leaders for CEO Innovation Council on Market Structure and Crypto
CFTC Acting Chairman Caroline D. Pham announced the inaugural exchange participants for the newly established CEO Innovation Council, focusing on derivatives market innovations, crypto assets, and 24/7 trading.
The Commodity Futures Trading Commission (CFTC) has announced the first round of participants for its newly established CEO Innovation Council. The initiative brings together leaders from top traditional financial exchanges and prominent digital asset platforms to engage in public discussions regarding structural developments across derivatives markets.
According to CFTC Acting Chairman Caroline D. Pham, the council aims to examine key market evolutions, including tokenization, crypto assets, 24/7 trading, perpetual contracts, prediction markets, and blockchain market infrastructure. The effort builds upon prior regulatory forums, including the CFTC Crypto CEO Forum and joint roundtable discussions held with the Securities and Exchange Commission.
The inaugural roster of exchange participants includes Shayne Coplan (Polymarket), Craig Donohue (Cboe Global Markets), Terry Duffy (CME Group), Tom Farley (Bullish), Adena Friedman (Nasdaq), Luke Hoersten (Bitnomial), Tarek Mansour (Kalshi), Kris Marszalek (Crypto.com), David Schwimmer (LSEG), Arjun Sethi (Kraken), Jeff Sprecher (Intercontinental Exchange), and Tyler Winklevoss (Gemini). The CFTC stated that it continues to review submissions and will release additional details as council plans are finalized.
The initiative forms part of a broader regulatory agenda that includes the CFTC's Crypto Sprint, targeted to run through August 2026. That program focuses on executing recommendations from the President’s Working Group on Digital Asset Markets, covering listed spot crypto trading, tokenized collateral, stablecoins, and potential rulemaking to support blockchain-driven market infrastructure.
