CFTC Announces New Leadership and Members for Global Markets Advisory Committee
CFTC Acting Chairman Caroline D. Pham has appointed new members to the Global Markets Advisory Committee, naming J.P. Morgan's Scott Lucas as co-chair of the Digital Asset Markets Subcommittee.
Commodity Futures Trading Commission (CFTC) Acting Chairman Caroline D. Pham has announced new member appointments and leadership changes for the Global Markets Advisory Committee (GMAC) and its underlying subcommittees.
Scott Lucas, Managing Director and Head of Markets Digital Assets at J.P. Morgan, has been appointed as co-chair of the GMAC's Digital Asset Markets Subcommittee. Lucas will serve alongside co-chair Sandy Kaul, Executive Vice President and Head of Innovation at Franklin Templeton. Lucas succeeds former co-chair Caroline Butler, who previously collaborated with Kaul on establishing the first-ever U.S. digital asset taxonomy and recommendations for tokenized non-cash collateral.
Acting Chairman Pham noted that the GMAC provides critical expertise that assists CFTC policy decisions and contributes context to international discussions on evolving market structure and digital asset regulatory frameworks.
Alongside the co-chair appointment, the CFTC announced several other additions across GMAC groups:
Robbert Booij, Chief Executive Officer of Eurex, joins as a new GMAC member.
Laura Fuson, Vice President and Head of Futures at Cboe Global Markets, Inc., joins the Global Market Structure Subcommittee (GMSS).
Four new members were appointed to the Digital Asset Markets Subcommittee (DAMS): Katherine Minarik, Chief Legal Officer at Uniswap Labs; Avery Ching, CEO and Co-Founder of Aptos Labs; James J. Hill, Managing Director and Head of Structural Innovation, Product and Innovation Group at BNY; and Ben Sherwin, General Counsel at Chainlink Labs.
Brad Sullivan, Chief Operating Officer at ICE Futures U.S., joins the Technical Issues Subcommittee (TISS).
